News: Open door forum on value-based purchasing program slated for next week

As announced in the January 20 issue of CDI Strategies, CMS issued a proposed rule to establish a new Hospital Inpatient Value-Based Purchasing (VBP) program slated to take effect October 1, 2012 (for Fiscal Year [FY] 2013). CMS will hold a special open door forum on Thursday, February 10, 1-3 p.m., Eastern, to discuss the proposed rule.

The proposed rule, published in the January 13, 2011, Federal Register, was designed to implement Section 3001 of the Affordable Care Act. The proposed method aims to tie hospital reimbursement with quality measures. Hospitals that perform well would receive higher payments.
 
CMS staff will highlight the key features of the proposed VBP program including:
  • Brief overview of the VBP and its provisions under Section 3001 of the Affordable Care Act
  • Proposals for the performance period, quality measures, and performance standards
  • Proposed scoring and incentive payment calculation methodology
  • Proposed hospital notification and review processes
  • Transparency of quality measure performance as part of the VBP framework
